Uh oh look out Skype, my favorite IM program just added video chat, and it’s web based. Open your gmail account, chat with your bud and click the video button. No programs to download. Actual support inside the separate google talk program coming soon I’m sure.
UPDATE: You will need to install a google plugin from the page linked in the first comment
